In the latter case, if a guest user is added to a pipe, even with restricted view permissions, they automatically become a member of the organization and, therefore, a billable user.
Conditions Where Guest Users Do Not Incur Charges
Guest users do not generate any charges if they remain limited to:
Accessing only the initial forms of public pipes to create cards.
Submitting responses to these public forms without being added to any cards or pipes.
